Recent changes in the way that Google is doing redirects between Google Drive and Google Docs has made it extremely difficult (if not impossible) to reach templates for your Google Apps for Work domain if you are also logged into a non-Apps Google account at the same time.
Previously, if you went to https://docs.google.com/templates it would go to the templates. Now, it redirects you to https://drive.google.com/templates which will automatically show you the templates for your (non-Apps) Google account:
Attempting to change the user by clicking on the image will just direct you back around to the https://drive.google.com/ for the selected user.
The only way you can get to this (as of today) is to use the “old style” URL of https://drive.google.com/a/domain.com/templates where domain.com is your Google Apps for Work domain name.
One of the advantages of this process is that you can jump around between your logged in identities by changing domain.com in the URL to match the Apps account you are looking for.
